In accordance with Article 7, paragraphs 6, 10 and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 19.06.2026, hereby publishes the following:
C O N T E S T
For the financing and co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.
Based on the Financial Plan of the National Council of the Romanian National Minority, the Council shall finance or co-finance projects and programs in the field of culture in the total amount of 1,670,000.00 dinars, for the following purpose:
- Regular activities in the field of culture that are significant for the Romanian national minority.
General Conditions of the Contest
The right to participate in the contest is reserved exclusively for cultural associations and other legally registered entities conducting activities in the field of culture, as well as other legal entities organizing cultural events of special interest to the Romanian national minority.
1. Criteria for the Allocation of Financial Resources
- The degree of compliance of the program/project with the contest requirements and documentation.
- The project/program must serve the general interest of the Romanian national minority in the field of culture.
- The applicant must have submitted a report on the use of funds received from the National Council of the Romanian National Minority for the year 2025.
- Applicants applying for the first time must also submit a brief report on their previous activities, performances, and similar achievements, not exceeding one A4 page.
- Activities already financed or intended to be financed from other funding sources shall not be eligible.
2. Submission of Applications
Applications must be submitted on a special form accompanying this contest and available on the CNMNR website www.cnmnr.org.rs or at the CNMNR office located at Dvorska Street No. 28, 26300 Vršac.
Applications must be accompanied by the following mandatory documents:
- A copy of the registration decision issued by the competent institution, together with a description of the registered field of activity.
- General information about the beneficiary of the financial resources.
- A detailed description of the program/project and a detailed financial plan, including implementation methods, activity plan, beneficiaries and implementation period (maximum two pages). Printed, audio-video, and other supporting materials may be attached.
- A report on the expenditure of funds received from CNMNR in 2025, if not previously submitted and justified.
The deadline for submitting applications is 01.07.2026.

Submitted documentation shall not be returned.
3. Ineligible Applications
Applications submitted after the deadline, incomplete applications, applications that do not comply with the contest requirements, applications sent by e-mail or fax, unsigned or unstamped applications, as well as applications submitted by entities that failed to justify previously allocated funds received from the National Council of the Romanian National Minority, shall not be considered.
4. Evaluation Procedure
In accordance with Article 45 of the Statute of the National Council of the Romanian National Minority, the Department for Culture shall submit proposals for the allocation of funds to the Executive Council.
5. Decision on Allocation
The Executive Council shall adopt the decision on the allocation of financial resources within 8 days of receiving the proposal. The final decision shall be adopted at the first subsequent session of the National Council of the Romanian National Minority.
6. Contracting and Payment
Based on the decision of the National Council of the Romanian National Minority, the President of the National Council shall conclude a contract with the beneficiary regulating the mutual rights and obligations of the parties, after which the approved financial resources shall be transferred.
