National Council of the Romanian National Minority

Pursuant to Article 7, paragraph 6, Article 10 and Article 13, paragraph 2, item 1 of the Law on National Councils of National Minorities, as well as Article 20 of the Statute of the National Council of the Romanian National Minority, the Executive Committee of the National Council of the Romanian National Minority has adopted the decision to publish the following:

C O M P E T I T I O N

for the financing and co-financing of projects of major importance for the Romanian national minority in the field of public information.

Based on the Financial Plan of the National Council of the Romanian National Minority (CNMNR), the Council will finance and co-finance projects and programs in the total amount of 500,000.00 dinars in the following media-related fields:

• Magazines and newspapers published in the Romanian language.
• Web portals and electronic media content informing the Romanian minority/community about activities of relevance.
• Publishing books in the Romanian language.
• Equipping editorial offices.
• Other activities related to public information in the Romanian language.

General Eligibility Requirements

The right to participate in the competition is granted exclusively to:

• legal entities;
• associations;
• foundations;
• other organizations registered in the appropriate public register.

Criteria for Awarding Financial Support

• Compliance of the project/program with all competition requirements and documentation.
• The project/program must belong to the field of public information for the Romanian national minority.
• Applicants must submit a brief report on their previous activities, not exceeding one A4 page.

Application Procedure

Applications for financial support must be submitted using the official application form, which forms an integral part of the competition documentation and can be obtained:

• from the CNMNR website: www.cnmnr.org.rs
• at the CNMNR office, Dvorska Street No. 28, 26300 Vršac.

The following documents must be submitted together with the application:

• A copy of the applicant's registration with the competent authority, including the description and activity code under which the applicant is registered (required only if the applicant has not previously received funding from CNMNR).
• General information about the applicant.
• A detailed description of the project/program and a detailed financial plan, including: project description, implementation methods, implementation plan, planned activities, target beneficiaries, implementation period, etc. (maximum two pages, including samples of printed materials where applicable).
• A report on the expenditure of financial resources received from CNMNR during the previous year, if such report has not yet been submitted.

The deadline for submitting applications is: 10 days from the date of publication of this competition.

The submitted documentation will not be returned. Applications submitted after the deadline, applications containing incomplete projects, applications submitted by fax or e-mail, unsigned or uncertified applications, as well as applications submitted by beneficiaries who have failed to submit the required report for previous funding, will not be taken into consideration.

Awarding of Funds

Based on the decision on the allocation of funds, the President of the National Council of the Romanian National Minority shall conclude a contract with the beneficiary regulating the mutual rights and obligations of the parties, after which the approved funds shall be disbursed.
